The three services/programs are:

Necessary court actions: To protect federal legal actions already taken
Office of Inspector General hotline: Necessary for safety of life and protection of property
Emergency Contact: Necessary for safety of life and protection of property or to protect federal legal
actions already taken

Other services and programs are closed.  The number of employees who were not furloughed is 11 of the total agency's 1611 employees.
